"One hypotheses derived from the research of ecological problems is that by recognizing the physical evidence resulting from the "broken windows theory," is for a society to accept the challenge of empowering itself by identifying key areas of concern in the community, forming neighborhood watch programs in cooperation with local and state law enforcement agencies and government, and successfully implementing these programs in order to maintain a safe social environment. The first step in implementing this program is to identify the missing aspect that allows crime to be committed, "the absence of a guardian." The second step is to train neighborhood watch members how to be vigilant; how to react, identify ways they can minimize criminal activities, and advise the legal courses of action that they can take in the presence of a criminal activity. Through proper training and implementation of neighborhood watch programs, societies can empower themselves with law enforcement and put criminal deviance in check."
