This paper explains how in a peace process, what is of prime importance are the individual lives that are threatened by national or international conflicts. It argues that peace should be defined in the terms of human security and that the security an individual feels in a certain place must be judged as the criteria for determining how peaceful that area is.

"Peace and human security must be used in the same line to accentuate the significance of personal security when peace is to be measured. Do people feel entirely safe from political and personal threats? When Bajpai (2000) says that "Human security relates to the protection of the individual's personal safety and freedom from direct and indirect threats of violence", what he means is that apart from such threats as war victimization or political persecution, a person also needs protection from problems such as discrimination, disrespect, loss of legal and civil rights etc. In the days prior to 1964 when Civil Rights Law was passed, African American people in the United States couldn't be called absolutely secure."
