From the Paper:

"Although overall HP is a strong company in terms of taking advantages of a competitive environment and growing through acquisitions, it does have internal weaknesses as well. Like many companies involved in IT, the company had to go through what is commonly referred to as the tech bubble, which peaked in the late nineties and then crashed. While this market later re-stabilized and grew through innovation, many companies were severely impacted at the time and are still feeling the impact today to some extent. Although HP is one of the companies that made it out of the tech boom and bust of this time period, it was still adversely affected at the time. Also, in terms of internal weaknesses, HP has had to lay off employees from time to time, reflecting a weakness in internal structuring. "With the Good Comes Some Bad: Buried in a the reporting about HP's great quarter was some bad news for HP employees. The company "said it would lay off 2,000 more employees by early next year as the company cuts costs in expensive areas like California while hiring more lower-wage workers offshore," The San Jose Mercury News reported" (Webb, 2003). Overall however the company is strong."
