New technological advances have perhaps implanted in the minds of physicians and patients the need to treat disease that may have otherwise been ignored. One important factor to consider in planning health program administration is evaluating the utilization of health care services. The function of health planners is to identify areas of greatest need or highest potential demand in communities for health care delivery organizations."
