Government Performance Results Act

Paper Summary:

In an effort to evaluate the performance of the educational department, as highlighted in the General Accounting Office report for the fiscal year 2000, this paper looks at six selected areas in the Government Performance Results Act plan. These areas concern academic standards, which will prepare students for responsible citizenship, further learning, and productive employment, a foundation for solid learning, greater public school choice, strong, safe, disciplined, and drug-free schools, less fraud, waste, mismanagement, and error in student financial assistance programs, and access to high-quality post-secondary education.

"The monitoring of the Government Performance and Results Act (GPRA) has principally centered on how efficiently federal agencies are managing their operations in developing strategic plans and the supplementary performance plans and reports. Less focus has been given to the subject of whether the various departments have in fact been affected by these programs at an operating stage. With GPRA now into its eleventh year, sufficient time has passed to inquire some early questions concerning where and how the program, away from a strategic stage of activity, is taking hold."
