"Postwar problems plagued a divided Germany and Cold War containment policies did little to resurrect the interests of West Germany. At that time, the Chancellor of West Germany, Willy Brandt, was convinced that policy changes were desperately needed in order to deal with the East. Brandt was motivated by the potential for increased economic trade and opportunity in East Germany and market expansion."
