Introduction and Statement of Problem HIV/AIDS affects an unknown number of individuals within New York State. Health Commissioner Antonia C. Novello indicates that "many people with HIV still do not know their HIV status and many people are still receiving their HIV diagnosis when they have already advanced to AIDS" (Novello, 2005; 1). This creates a scenario in which HIV/AIDS planning as an aspect of community health care is impeded; HIV can be treated and maintained in a remission state if diagnosed at an early stage in its process. However, if not diagnosed or left untreated, HIV will evolve into AIDS, which in turn not only reduces the likelihood of the patient's survival but also is high-cost and resource-intensive for the health care community."
