With corporations realizing decreasing revenues and governments confronted by huge deficits, budgeting is more difficult than ever. The old methods no longer are suitable for Citibank. The newest forms of budgeting are Zero-based Budgeting (ZBB) and Activity-Based Budgeting (ABB)."
