The People s Republic of China (PRC) has not amassed a mountain of external debt as many other developing economies have done. The PRC is classified by the World Bank (1997) as a low-income economy. Among the 49 economies included in this classification, external debt as a proportion of gross domestic produce (GDP) ranges from a high of 520 percent for Nicaragua to a low of eight-percent for Azerbaijan, with an average for the 49 economies of 95.5 percent. The external debt of the PRC as a proportion of the economy s GDP is 16 percent (World Bank, 1997). Thus, external debt is not a serious concern for the PRC.
