"Often called one of the greatest of the 20th Century, Denver International Airport, as explained in the case study, had 64 separate problems that merited attention and solution. Because of this, the only way to identify the "Overall-clear cut problem which requires immediate attention" is to make an assumption that all of the 64 problem areas cited are actually subsets of the largest problem.
