"The first of these factors is the effectiveness of the death penalty in preventing crime. This is the practical measure of how effective capital punishment actually is. According to a Federal Bureau of Investigation report released in 2000, since the reinstatement of the death penalty over 80% of all executions have taken place in the Southern region of the United States. This is also the region that has the highest murder rate in the country. Conversely, the Northeast region of the United States, which has the lowest murder rate, accounted for less than 1% of all executions (Uniform par.7-8). Another study released by the British Home Office shows that the United States has a murder rate of more than three times many of its European allies that have banned the death penalty (New York Times p. A1-3). These studies are only two of many that have been compiled that give strong evidence showing that the death penalty is not a powerful deterrent to crime, particularly homicide."
