Paper Summary:

Welfare policy sets into motion in-kind and cash assistance programs in order to reduce the number of welfare recipients. This paper explains programs and benefits of both and attempts to answer the question of whether or not time limits should be set for earnings supplements.

From the Paper:

"In-kind programs can be described as receiving housing, healthcare, childcare, food, or other kinds of assistance. They can be in the form of a voucher (food "stamps"), or a list of eligible receivers (healthcare). An example of this kind of program is Temporary Assistance for Needy Families, or TANF, created by the welfare reform law of 1996 which assists mostly single parent families. This program replaced the old welfare program and helped families, not just children. Cash assistance programs are just as they sound. Capital is given to the recipient and they may spend it as they please. It usually comes in the form of a welfare check. An example of this kind of program is the Earned Income Tax Credit, or EITC, which gives a portion of money back to the poor or near poor in a lump sum usually at the end of the year."
