The following paper examines the ongoing debate over the rehabilitative model often put forward as society's best hope of bringing recidivism and crime to, if not an end, then at least to a more manageable, tolerable level. The paper examines the merits and demerits of the model, looks at the philosophical views underpinning it, and concludes by stating that a rehabilitative model is not something the penal system should jettison.

"There can be little doubt that the treatment and rehabilitation of criminals is a matter of pressing concern to all citizens. The following paper will examine whether or not a crime control strategy based upon `treatment' and `rehabilitation' is possible - and whether or not such an approach is even desirable. To begin with, the paper will explore the subtle nuances to be found in the definitions of `rehabilitation', `treatment' and `reform' for it may be said that while liberals and conservatives often agree over the end results they desire (reduced crime, rehabilitated and productive former criminals) they differ sharply over the means necessary to get there. Proceeding from there, the paper will briefly review the philosophical underpinnings that have made rehabilitative models so attractive in recent decades. "
