Crime is seen as having profound effects on the quality of life in the United States, and as imposing social costs that reach as much as $1 trillion per year (Ludwig, Duncan, & Hirschfield, 2001). Crime statistics indicate that selected types of crime in specific geographic locales have been declining, but according to Stephens (2001), crime and crime control continue to occupy a central position on the American social and political agenda.
