" The purpose of this research is to examine the use by Saudi Arabia of the offset procedure in the conduct of international trade. The offset procedure is a form of countertrading arrangements (Rees, 1986, p. 77). Countertrade is "a generic term which refers to trade involving an element of reciprocity" (Economic Intelligence Unit, 1985, p. 7). Effectively, countertrade arrangements mean that a sale by an external entity to a second entity located within a country imposing countertrade rules is contingent on some sort of offset by the selling entity--a purchase from within the target economy, or some other form of reciprocal activity (Cateora & Hess, 1983, p. 439).
