The paper explains the concept of communication that can only occur with a speaker and listener. The paper explains further that the success of communication will depend not only upon the speaker's lexicon, but upon whether the words he uses have been repeatedly connected or associated with the listener's past experience, whether the listener compares the meaning of his words to similar concepts and situations, and whether the listener understands them by similarity of sound. The paper therefore shows how communication is bound to be successful when the receiver interprets and understands the intended meaning.

"Communication is a tool used to share information with others. It cannot exist in a vacuum; if communication is to occur it must occur from some entity and to another. There must be a sender of the communication and a receiver. In order for successful communication to occur the correct signals must be received, processed, and interpreted by the receiver according to the intentions of the sender to produce the desired result. Thus, successful communication depends not only upon the speaker but also upon the hearer; it is essentially a bipolar system that requires two entities to exist."
