"The People's Republic of China is a unitary state directly under the control of a Central Government, overseeing 22 provinces, five autonomous regions, and three municipalities (Beijing, Shanghai, and Tianjin). The highest organ of state power is the National People's Congress (NPC). In 1993 the first session of the Eighth NPC was attended by 2,921 deputies, each elected for five-year terms by the people's congresses of the provinces, autonomous regions, municipalities, and the People's Liberation Army. The NPC elects a Standing Committee to serve as its permanent organ. The current constitution was adopted in December 1982 and amended in 1993, and this was the fourth constitution since 1949. The new constitution restored the office of head of state, or President of the Republic (Europa World Year Book, 1995, 805)."
