Paper Summary:
Although there are programs designed specifically to address the needs of poor children, there are gaps in their medical coverage and differences in estimates of the number of children uncovered. After stating the problem, the paper looks at its relevance to all health care practitioners and administrators, as well as to the school system, business and government. The paper also recommends solutions to the problem, such as a stronger outreach to the poorer communities.

"On the other hand, Bill Bradley proposed a universal health plan that would guarantee equal access to all children. His plan is based on using part of the government surplus to fund a $65 billion plan of partial and full subsidies. It would require all parents to obtain health insurance for their children, offering subsidies to low-income families. Poor adults would also be eligible for subsidies. Essentially, though, everyone would be required to have insurance, with the government providing the backing for this to occur. Individuals would be able to deduct from their taxable income any monies paid for health premiums, and adults would be able to buy into the same health plan offered to members of congress. (Sobrieraj, 1999)."
