According to statistics, the American health care system, Medicaid covered approximately 21 million children, but another 5 million who were eligible, were not enrolled. The paper examines the relevance of the problem to health care practitioners and administrators, as well as school systems and the government. It then proposes several solutions including adopting a plan of universal coverage and lobbying for a higher rate of coverage.

"Perloff (1999) indicated that one solution to the problem may be a more intensive effort to enroll children in Medicaid and CHIPS, along with lobbying efforts to influence the design and implementation of the state CHIPS programs. Eligibility criteria for Medicaid were expanded during the 1980s, and the CHIPS program increases eligibility even more. Perloff noted that this is primarily a social problem, and an outreach problem; there are many more eligible children than are taking advantage of available programs."
