"Perloff (1999) indicated that one solution to the problem may be a more intensive effort to enroll children in Medicaid and CHIPS, along with lobbying efforts to influence the design and implementation of the state CHIPS programs. Eligibility criteria for Medicaid were expanded during the 1980s, and the CHIPS program increases eligibility even more. Perloff noted that this is primarily a social problem, and an outreach problem; there are many more eligible children than are taking advantage of available programs."
