Unlike this former agreement, it also applied to sub-national governments and municipalities on top of national governments. It was also much clearer on issues such as establishing a mechanism for the settlement of investment disputes, outlining procedures and time frames for claims, the process of appointing tribunal members and the issuing and enforcing of awards."
