In particular, the paper will note how business incubation programs foster self-reliance, collaboration and skill development while social capital building encourages collaboration and precisely the sort of professional and personal networks businesses (and small rural communities) need to survive. In the end, both business incubation and social capital creation allow small communities to achieve big things."
