"Budgeting is nothing but a political process. It connects the various political and influential figures in the government who decide what kind of budget the people should have and how they should be implemented. The fact that the budget itself is the responsibility of the General Assembly of the State alone indicates that budgeting process is not actually in the hands of the people but politicians and legislature. Take for instance the General Assembly of the State of Connecticut is governed by a bicameral legislature in which the Senate and the House of Representatives who determines how long they will retain the executive power. It is the legislative branch of the government that decides who has the power and who should be vested with the power of decision ."
