"Brazil's National Strategy: Limited Redemocratization
In 1989 Brazil held its first direct presidential election, one not mediated by an electoral college, since 1960. The November 1989 balloting brought Fernando Collor de Mello to the presidential office. In his campaign the handsome, karate blackbelt politician vowed to reform Brazil's volatile economy, wipe out widespread corruption and modernize the economy. Establishing a measure of control over economic decision-making was considered essential to make "democracy" something other than a charade in Brazil, a country which occupies nearly half of South-America.


In his first two years in office, Collor seemed to be making some inroads in achieving economic growth and stability. In 1991, there was a massive inflow of funds into the country..."
