?The fault of intelligence agencies is not that they did not stop terrorism, but that they actively created a situation in the Middle East which bred terrorism. In the mid 1980s, as the Cold War came to a head, the CIA funded and supplied arms to militant fundamentalist Muslim groups, in an effort to create unity against the USSR . In the parlance of "intelligence" organizations, the "blowback" from this activity is the current state of terrorism in the Middle East . ?
