If, as a nation, the United States desires to maintain a proficient level of literacy amongst its population as a whole, then it must be willing to move forward and make the necessary changes. Such changes are clearly taking place now in the United States, in the form of increasing ethnic and lingual diversity. As has been shown, our brains are clearly capable of adapting to such a change. Bilingual education is the next step."
