"Another defect of democracy which cannot be overcome by Aristotle's ideals is the basic premise of democracy that all citizens are equally educated and versed in the functions and duties of government service. Without a concerted effort to achieve this level of instruction human nature will always by such that there are those who have no interest or those who do not understand the functioning of the government well enough to fill the role of ruler.
