This essay will argue, since Cutts perceives Japan's university system to have been valuable primarily in contributing to the nation's economic health, the apparent fact that the university system has failed even in this regard points to the need for radical reform of Japan's universities. However, given the role of the universities in creating a conservative technocratic elite, it will be seen that the prospects for true reform are unlikely.
