"Intelligence is a vital part of every government. Intelligence gathering agencies behave as a government's eyes and ears, and are a fundamental organelle within the governmental animal. In the United States, the intelligence community performs three main tasks: collecting of information needed to support national security decisions, activities undertaken covertly to influence persons and events abroad, and activities intended to protect against foreign intelligence services, saboteurs, and international terrorists (or counterintelligence).Exactly where and how these operations are carried out is a major subject of debate, one which has been argued over since the turbulent era of the 1970's when these methods were called into question legally, and which some considered objectionable even before then. "
