This paper examines the fact that police are far more vulnerable to alcohol and drug problems than the general public. From a public perspective, this situation can only be perceived as alarming, but as Marks (2001) notes, police officials insist that "over the past 20 years, there has been a marked increase in sobriety and sensitivity to substance abuse within the ranks of the nation's 17,000 police departments.""
