Tens of millions of people from all walks of life around the world have been infected with HIV, and millions of people -- gay, straight, male, female, black, white, Hispanic, and more -- have already died of AIDS. This paper examines the social welfare policy of AIDS by the U.S. federal and state governments and its shortcomings, especially financially/fiscally.

From the Paper:

"North Carolina, for example, sets eligibility requirements for ADAPs at 125% of the federal poverty level, granting assistance only to people who make less than $11,075 a year. AIDS drugs cost more than $10,000 a year. (Avery) North Carolina has therefore become one of the states in which people needing AIDS treatment suffer the most, with a whopping 670 people waiting to get on the ADAP list. North Carolina's ADAP is expected to need $21 million to treat all those who are eligible in the coming fiscal year, but only has $7 million budgeted. (Waldholz)"
