Paper Summary:

This paper first explains that, as the Director of Training, the author is challenged to create a dynamic training program that not only meets the current needs of the 1,100 personnel members but also creates a learning culture within this law enforcement agency. The author then relates the various steps required to assess the training needs of the organization and of the individuals, especially to increase the competence of the agency and its personnel in fighting crime and promoting the law of the country. Next, the author points out the ways to establish this learning culture by establishing open communications, which is believed to be the most important element in the success of training programs.

"The Training Needs Assessment module offered by the NOAA Web site (2007) suggests twelve steps that can be followed in assessing a company's needs. Having a large number of personnel for whom training will be implemented, these steps should be adjusted to accommodate this feature. My initial step will therefore be to have a general meeting that includes all the employees within the agency. I will introduce myself to the workforce, and explain my function as Director of Training."
