From the Paper:

"In democratic countries, there are elections that occur on a regular basis in which any given party or coalition or parties could change the direction of the economic climate and business practice. In countries where there is a one party government, it is important to analyze the strength of the governing party. In both cases, the negotiator needs to examine the stability of the political climate and identify the worst-case scenario if a new government took power."
