This paper examines the relationship between the Elizabethan Poor Laws of 1601 and one aspect of the current social welfare policy being pursued by George W. Bush's administration. As this paper makes clear, while there are obvious differences between the two, namely, that the state has assumed the role of the local parish in the dispensation of welfare, other continuities remain. The paper offers an example, that both types of social welfare penalize the able-bodied while acting benevolently towards the invalid and genuinely less-fortunate.

"There can be little question that similarities exist between current social welfare policy in the United States and the Elizabethan Poor Laws of 1601. To understand this relationship, however, it is necessary first to take a closer look at the EPL of 1601. This examination will be followed by a review of a present-day article that examines contemporary social welfare as it exists in the United States. Finally, the paper will briefly assess the similarities and differences between the EPL of some four hundred years ago and the sort of social welfare which exists today."
