"In this paper Josephine Shaw Lowell's speech entitled The Economic and Moral Effects of Public Outdoor Relief' and Katharine Briar-Lawson's article 'Capacity Building for Integrated Family-Centered Practice' are compared with regard to their presentation and examination of the topic of social welfare. Addressing the social problem of alleviating the plight of the poor, Lowell challenged the prevalent solution of offering money obtained through working individuals to the poor. Using an allegory, Lowell suggested that public relief encouraged the poor to remain helpless and dependent while discouraging others from working ... "
