This paper explains that profession law enforcement officers are (1) sworn to uphold the Constitution, (2) required to train and pass physical and written examinations, (3) to work for their communities in not-for-profit organizations and (4) not merely to protect homes or businesses but also to solve a vast array of cases including homicide and terrorist activities. The author points out that "security" organizations are (1) for-profit services, (2) at all times subservient to law enforcement officers and (3) have very little true legal powers. The paper relates that protection services include hi-tech specialists and their for-profit organizations ,who safeguard the Internet from intruders, hackers and fraudulent activities, protect against credit card fraud and develop electronic devices to guard stores and homes.

"One area where private security firms are now involved- something which law enforcement does not do- is to work for private industry in checking records of those applying for jobs, especially in sensitive areas. Some might call this an invasion of privacy, but most companies, before hiring, require an applicant to sign a waver permitting investigation of his or her background. A dismaying fact is that when one is professionally equipped and knows the right people and systems, one can find out anything about anybody. There is one very serious problem now under discussion in various parts of the country: the possibility of "privatizing" police departments in some communities. In some instances, especially in areas like retirement villages and gated communities, residents are assessed a user fee for the hiring of "private police"."
