This system is designed to ensure that power is widely dispersed, rather than concentrated in the hands of just a few people. This puts a check and balance on power, so that a tiny minority cannot become too powerful and exploitative. The essence of this separation in the American system is those who make the laws (the legislature) are different people from those who execute them (the executive). By contrast, the essence of Germany's parliamentary system is that the legislature and the executive are compelled to agree with each other - in fact they are welded into one body, lead by the Bundeskanzler (Federal Chancellor).
