"As far as welfare is concerned ESM, as a desirable model but one that has not yet been implemented, aims at respecting the welfare state nation by focusing on: education and training skills,as well as life-long learning, a higher level of social inclusion based on the modernization of the social protection sector. The ENP covers as well areas like: information on society, environment, research and development; as well as civil society, education, public health. The only difference between the two might be the level of intrusion in the internal affairs of the state in question, as both policies focus on implementing all sorts of programs and policies by respecting in the same time the sovereignty of the states."
