In the Tenerife example, the structure was formal and followed a hierarchy in which each main player held a specific status and role. The airport controllers give direction to the pilots and coordinate movements of aircrafts. Aboard the plane, the captain was the designated leader (years of experience, decorations, and image added to his legitimate authority and control), and the copilot and engineer where his subordinates."
