"Homelessness is one of the greatest social problems facing Canada. The problem has become so bad that the Mayors of Canada's largest cities declared homelessness a national disaster (Lenon 123). There is a great deal of argument about the rise in homelessness. Some researchers and policy makers have suggested that homelessness is a problem caused by the people experiencing it. Others argue that homelessness is a problem caused by the erosion of the welfare state under neo-liberal policies. This research will argue for the second argument.
