"Thirdly, Boardman also needs to get an assessment of how effective the training level and actual usage level of word processing applications are in the company. From the major differences in versions of Microsoft Word for example it is apparent that there are widely varying skill sets. What's necessary in this area is a skills audit to ascertain how much of the programs the employees actually use and understand. If the usage is high then standardization on Microsoft Word would be warranted; yet if the usage is low and there are only a few power users throughout the entire company it doesn't make sense to pursue a site license with Microsoft. Site licenses are complex to manage and costly to maintain. Instead, Boardman needs to evaluate using open source word processors including StarOffice which is available for free download from Google.com."
