"By the first anniversary of the September 11th attacks, administration officials had become increasingly concerned about the risk of additional attacks on American soil, and thus began focusing on individuals who the government knew had trained in Bin Ladin's camps (Chesney 2003). Top officials directed the Federal Bureau of Investigation to take preventive action, thus arrests were made, not on charges of conspiracy to commit terrorist acts, but rather on charges of providing "material support" to a designated foreign terrorist organization (DFTO), which was in violation of 18 U.S.C. (section) 2339B (Chesney 2003). Once little known and rarely employed, Section 2339B has rapidly become a central element of the government's 9/11 terrorism prevention paradigm because it "chokes off the flow of cash, weapons, and other resources to DFTO's," thereby interfering in their ability to engage in violence (Chesney 2003). Thus, Section 2339B acts similar to an embargo on foreign terrorist groups, however the material support law has an additional capacity for prevention, which critics view as a thorn in constitutional issues (Chesney 2003)."
