The paper analyzes the transformation of Romania's institutions to EU's best practices and explores whether or not the EU best-practice approach proves effective. The paper first looks into the institutional framework of social order and the direction of Romania's institutional development. The paper then discusses the most important of Romania's political and legal institutions and their adaptation to those of the EU and analyzes the economic institutional environment of Romania. The paper comes to the conclusion that Romania would not have been able to achieve its present level of democracy and economy on its own, without the EU external assistance.

"To become the EU member, the willing country must take over the Union's practices and adjust its own practices to them: "the political and economic models in core member states were seen as normatively "superior" and readily transferable to displace "inferior" models in candidate countries". Thus, the EU-candidate countries in their preparation for membership follow the "best practices" approach rather than step-by-step second-best institutional reforming. At the moment of application for membership, Romania's local practices were far from satisfying and its institutions did not match those required by the EU. In this study, we want to analyze the transformation of Romania's institutions to EU's best practices, EU's role in this process, and, therefore, whether or not the EU best-practice approach proves effective."
