The implication is that purchasing strategies are a component of overall strategy development and not simply tasks that are left to low-level management to simply figure out. The corporate mechanisms that should be utilized to develop purchasing strategies that match these formulaic criteria are use of a steering committee that would outline the project management oriented research, benchmarks and milestones involved in the process as well as formulate a definitive set of objectives (Lowson, 2002)."
