This paper discusses an organization's decision to expand internationally. The paper determines that initially an enterprise needs to examine its current ability and willingness to address its determination to invest in the time and resources to see such a mission through. Next, an enterprise needs to determine its location in a developmental hierarchy of growth that, depending on where it is located, might preclude such an effort. And finally, there are operation details that need to be addressed that lead to the execution of the plan itself.

"The decision to expand internationally, or to avoid international expansion, is a decision that is more and more required of domestic enterprises today in an economy that is increasingly interconnected. Researchers have come to characterize this issue as not one of luxury but one of competitive necessity and have established a set of questions designed to assist an enterprise in deciding what course of action to take (Stenat & West, 1999): * Do you have the right motivation and attitude to be successful? * Are your company's products and services suitable for global markets? * Do you have the financial resources to sustain a global program? * Do you have the appropriate human resources? * What changes need to be made to your organization to support a global program? An organization's responses to these questions provide the necessary insight into the motivations leading an organization into considering foreign markets. "
