"The primary risk HelloBrain faces is the restrictive nature of the telephone connectivity in Taiwan. Currently, two semi-governmental agencies control the overwhelming majority of access to the high-bandwidth overseas lines necessary to operate a valid ISP business such as HelloBrain envisions. In 1999, the only source of T1 lines off the island was the Taiwanese government's telephone monopoly, the Directorate General of Telecommunications (DGT). In January, 2000, the DGT was broken up into the private Chunghwa Telecom, a telecom-service provider and the DGT governing agency. Chunghwa Telecom owns two of the four T1 lines off the island, and offers an Internet service called HiNet."
