"At the time when there were large and widespread fears of financial insecurity in the time after the War, in the United States of America, individuals like William Pitt Ballinger, the federal judge and brilliant lawyer of Texas, and also, according to himself, a self acknowledged pardon broker in the year 1865, was in fact inundated with the number of requests from wealthy Southerners, asking for advice and suggestions and clarifications on any number of related issues. Some of the questions asked were: how open and explicit would one have to be in one's support of the Confederacy, if one wanted to become subject to the numerous laws of confiscation? Was acceptance proof enough to approval of the Confederacy? Was the net worth to be calculated on the antebellum value, or on the deflated and lower prices of 1865? (Carter, 103)"
