This paper explains that Mary Glantz in her book, "FDR and the Soviet Union: The President's Battles Over Foreign Policy", relates that FDR had established a relationship with the Soviets that gave way to the Truman Administration's staunch anti-Communism and black and white views of the world. By outlining a policy that was against the sentiment of the organizational already in place within the government bureaucracy, he was virtually ensuring that this policy would not outlast him. The presidential policy could exist only as long as he was in office, and it "failed" because when he died, the State Department bureaucracy engendered their own organizational culture..."
