This paper explains that Mary Glantz in her book, "FDR and the Soviet Union: The President's Battles Over Foreign Policy", relates that FDR had established a relationship with the Soviets that gave way to the Truman Administration's staunch anti-Communism and black and white views of the world. Glanz points to the fact, the paper emphasizes, that the general mechanism of justice, negotiation and foreign policy represents an overall organizational culture through the bureaucracy of the government especially the strong influence of the lower levels of officialdom. The paper concludes that, as Glantz points out, the long-term failure of FDR's policies demonstrates how presidents have little power to challenge institutional biases despite their ability to change personnel.

"In effect, FDR failed to outline a course of US-Soviet relations because he never had the support of the bureaucracy that was operating under him in the State Department in the first place. By outlining a policy that was against the sentiment of the organizational already in place within the government bureaucracy, he was virtually ensuring that this policy would not outlast him. The presidential policy could exist only as long as he was in office, and it "failed" because when he died, the State Department bureaucracy engendered their own organizational culture..."
