This paper explains that, in his book, "The Globalizers: Development Workers in Action", Jeffrey T. Jackson argues that much of what is perceived as globalization is actually brought about by wealthy western states, the globalizers, pursuing their own interests, which often are more harmful than helpful. From the book, the paper cites that, although Honduras receives a plethora of aid to spur the development of its businesses, the actual globalizers are the U.S. firms to whom the contracts are awarded. The paper suggests that globalization is similar to colonialism of past centuries, in which wealthy states, under the auspices of development, continually take advantage of the lesser-developed states.

"Some of the main actors in globalization are institutions. The institutions referred to here are those operating within a developing country supported by a wealthy developed country, or a globalizer. These institutions are often responsible for overseeing aid provided by wealthy states. Although development aid from the globalizers may sound like a good thing, it is often benefiting the state providing the aid, as opposed to the state receiving the aid. An example is USAID, which is a United States backed institution that provides money to institute development."
