This paper looks at Jones' study into the making and passing of laws. Through the review of his work, the writer explores how relevant Jones' viewpoint is today. The paper analyzes the book, working through the different aspects and history of lawmaking and concludes that the working political environment in which public policy is formed is constantly in flux and therefore the writer feels that Jones' book is no longer a fully adequate account of the current public policy environment but is useful for those who are familiar with recent political history.

"Accordingly, the first of the book's ten chapters is titled with a quotation, "The causes of policy failure are, at root, political." (The source of this quote is not cited.) The chapter launches directly into an example of a crucial 1965 meeting in which then Undersecretary of State George Ball cogently summarized the difficulties the United States would face in the then-looming Vietnam war, only to have his analysis politely ignored by President Johnson, who had already decided in favor of escalation."
