John Quincy Adams was a young Senator from Massachusetts, the same position as Kennedy when he wrote his book. At the time, the Senate was just developing as an institution. Adams was a Federalist, the leading political party of the time, a party that emerged from the late colonial period through the efforts of men like Madison and Jay, the writers of The Federalist Papers. "
